The history of the fiscal horse

The fiscal horse is an administrative unit used only for registration certificates. Each car has a specific number of fiscal horses indicated on the registration card (column P6).

The abbreviation for fiscal horses is CV (not CF). This refers to horsepower, a unit used towards the end of the 18th century. This unit was formerly used at the time of the invention of the steam engine (during the industrial revolution) to measure the power of a steam engine in comparison to the power of a horse. Concretely, this is the energy required for a horse to lift one meter to a weight of one kilogram for one second. This therefore corresponds approximately to 735 W.

This unit quickly ceased to be used but remains historically present in the automotive world (engine power expressed in horsepower).

Each car has fiscal power (or administrative power). This is calculated according to a formula established since 1998. It depends on the car’s carbon dioxide (CO2) emission rate expressed in grams per kilometer as well as the engine power expressed in kW. The formula suggests that the greater the engine power, the greater the administrative power of the car. The same is true for the CO2 emission rate. So the more powerful a car and the more CO2 it emits, the more expensive it is to register.

How much will my registration certificate cost?

The registration service was reformed in 2009. License plates have been the same since then throughout the life of a car. Historically, a car's license plate changed with each new owner. However, when buying a new car as well as a used car it is always necessary to obtain a registration certificate in your name. This approach, now managed by the National Secured Titles Agency (ANTS), comes at a cost. Indeed, this is when the motorist pays the necessary taxes and fees. There are 4 taxes:

The regional tax: This tax is payable by everyone. The amount of the regional tax is calculated according to the price of the fiscal horse in your region of residence. This price is set by the Regional Council and therefore varies in France. Thus, the amount of this tax is obtained by multiplying the price of the fiscal horse in your region by the number of fiscal horses in your car (in your gray card column P6). This amount is then rounded to the nearest whole number. Professional training tax: This tax is not payable in the case of a private vehicle. Two taxes exist: the penalty tax and the CO2 tax. The penalty tax (or ecotax) concerns the purchase or rental with the option of purchasing new highly polluting vehicles. It depends on the level of CO2 emitted by the car and applies if it exceeds a certain threshold. For each additional gram, the penalty increases. The C02 tax relates only to the purchase of a used vehicle put into circulation after June 1, 2004. The regional tax must be paid by all motorists. Be careful, however, because special cases exist for its regulation or its exemption:
